中航技國際經貿發展有限公司（以下簡稱“招標代理機構”）受中國航發哈爾濱軸承有限公司（以下簡稱“招標人”）的委托，就該公司“高速數據分析系統設備采購”項下的貨物及服務進行國際公開招標。

招標人已落實該項目購置資金，將切實保證本項目項下各合同能夠順利實施。

3.資格條件

3.1.制造廠商在國內不得有不良供貨記錄，提供相關證明資料；

3.2.設備制造商需提供業績清單等證明文件；

3.3.制造廠商提供的設備原廠地證明，若不是所投產品的制造商，投標人應得到制造商同意其在本次投標中提供該貨物的唯一正式授權書。

4.資格審查方式：資格后審

5.發售招標文件時間和地點：

2018年11月09日-2018年11月15日，每日上午9：00-11：00，下午2：00-4：00（節假日休息），在哈爾濱市南崗區閩江路233號19D發售招標文件。本招標文件每套售價為 500 元人民幣或 72 美元，售后不退 (郵購每本須另加100元人民幣或50美元)，沒有購買招標文件的投標將被視為無效投標而被拒絕。

6.投標截止時間和開標時間：

投標文件必須在下述投標地點于2018年11月29 日09:00前遞交，招標代理機構將在同一時間同一地點公開開標，請各潛在投標人準時到場參加。

7.投標地點和開標地點：哈爾濱市香坊區中山路146號勃萊梅大酒店會議室。

Entrusted by AECC Harbin Bearing Co., Ltd. (hereinafter referred to as the “Tenderer”), CATIC TED (hereinafter referred to as the “Tendering Agency”) would like to implement international competitive bidding for the goods and services involved in the “The High-speed Data Analyzing System Equipment Procurement” Project of the company.

The Tenderer has solved the issue of funds for procurement involved in this project and shall practically ensure the smooth implementation of all contracts under this project.

1. Tendering Project Name: The High-speed Data Analyzing System Equipment Procurement

3. Qualifications

3.1. The manufacturer shall not have adverse records of supply domestically and shall provide relevant supporting data;

3.2. The equipment manufacturer shall provide supporting documents, including list of performance;

3.3. A certificate of origin of the equipment provided by the manufacturer shall be submitted. If the Bidder is not the manufacturer of the product involved in the bid, the Bidder shall obtain the manufacturer's consent to allow the Bidder to provide the only formal authorization concerning the goods in this bid.

5. Time and Place for Selling Tendering Documents

The tendering documents shall be sold at 19D, No. 233, Minjiang Road, Nangang District, Harbin City from November, 9th , 2018 to November , 15th , 2018, 9am-11am and 2pm-4pm (excluding holidays). The price of the bidding documents is RMB500 Yuan or72 USD. The bid documents sold shall not be returned (RMB 100 Yuan or 50 USD shall be paid additionally for mailing).

6. Deadline for Bid Submission and Time for Bid Opening:

The bidding documents must be submitted at the following bidding place by before 9 a.m., November,29th, 2018. The Tendering Agency shall open the bid at the same place at the same time, and all potential bidders shall be required to be present on time.

7. Place for Bidding and Bid Opening: Conference Room, Bremen Hotel, No. 146 Zhongshan Road, Xiangfang District, Harbin.
